Vascular Surgeon - MBBS FRCS MSc FACP
Mark qualified in Medicine at Guys Hospital, London University, in 1989 and trained in Vascular and General Surgery in South-East England. He gained a Master’s degree in Vascular Science and Technology from Imperial College, London, in 1997, during which time he developed the VascuQol questionnaire – a quality-of-life questionnaire for patients with peripheral vascular disease that has been adopted by clinicians throughout the world as the gold standard quality of life measure for this condition. This has recently been developed further into a short version in conjunction with Professor Joakim Nordanstig in Sweden, with whom Mark continues to collaborate and publish work in major vascular surgical journals.
He was appointed as a consultant surgeon at University Hospital, Lewisham, in 2000, before moving to New Zealand with his family in 2004 to take up an appointment at Tauranga Public Hospital.
He was one of the first vascular surgeons to provide Endovenous Laser Treatment of varicose veins in New Zealand. Endovenous vein treatments have become the first-line treatment approach in his vein practice, as he finds that patients experience less bruising and discomfort, a faster return to normal activities and have less recurrence than with traditional surgery.
Since taking up his medical practice in Tauranga, Mark has worked hard to improve vascular surgical services throughout the Bay of Plenty and continues to do so to this day. He has been elected as a committee member to the Vascular Surgical Society of New Zealand. He has also been awarded Fellowship of the Australasian College of Phlebology.

Kate sees appearance medicine as an opportunity to help people feel more confident in themselves and their appearance. She is passionate about treatments being appropriate for each individual client and cares deeply about results being a natural enhancement that will contribute to their general confidence and wellbeing.
With a background of more than 2 decades as an Intensive Care Nurse, Kate added
Appearance Medicine to her portfolio around 20+ years ago. She has grown and expanded her skills and expertise as the cosmetic medical world has expanded and developed hugely over this time.
Privileged to have trained extensively with both national and international industry experts, Kate offers expertise and guidance in the application of Dermal Fillers, Botulinum Toxin, Light Therapy with both IPL and Laser and specialises in Microsclerotherapy for the treatment of spider veins. She also has specialist knowledge in the application of medical grade skin care and peels.
Kate is also a trainer for Merz Aesthetics, who provide Xeomin neurotoxin and Belotero dermal fillers.
Vascular Sonographer
Jessica trained as a Diagnostic Medical Sonographer in Calgary, Alberta Canada. She is a registered sonographer in Canada, the USA, and New Zealand. Her sonography credentials include general, vascular, obstetrical, and cardiac.
Jes moved to Tauranga in 2014 where she mainly worked in the radiology department at the Tauranga Hospital before starting at the Fraser Clinic.
Before the clinic is even open, you can usually find Jes going up Mount Maunganui to catch the sunrise. She enjoys walking her two dogs, spending time with her family and friends, the beach and almost any outdoor activity.
Vascular Surgeon - MD FRCS
Luke graduated from the Medical University of Warsaw in 2008 and subsequently trained in Vascular and Endovascular Surgery in Belfast, Northern Ireland. During 2020 he spent a year on an endovascular fellowship at Sunshine Coast University Hospital, Queensland. He became a fellow of the Royal College of Surgeons England in Vascular Surgery in 2019.Throughout his career Dr Luke has worked in Northern Ireland, Scotland, England, Wales as well as Australia and thus brings a wealth of experience to his practice.
Dr Luke is trained in both open and endovascular arterial surgery as well as varicose vein radiofrequency ablation and sclerotherapy.
He moved to Tauranga with his family in 2024 and currently works in Tauranga Hospital with additional public clinics in Whakatane Hospital. Since moving to Tauranga Dr Luke has worked with the GP community on improving referral pathways and was a guest speaker on vascular surgery at a Western BOP GP education evening. He continues to work with GP’s triaging referrals and is on the hospital’s planned care and credentialing committees.
Dr Luke is a native English speaker, having grown up in California, and is fluent in Polish.
GP & Veins Doctor MBChB FRNZCGP
Dr Phoebe Shearman is dual-trained in Phlebology and General Practice, with a strong clinical background and a special interest in the non-surgical management of varicose veins and chronic venous disease.
She holds the Certificate of Basic and Advanced training in Phlebology from the Australasian College of Phlebology and is Southern Cross accredited for phlebology procedures, including sclerotherapy and endovenous ablation. She has pursued further specialist training in venous disease and ultrasound, gaining experience alongside leading vein specialists in Auckland. She has also completed the Certificate in Lower Extremity Venous Ultrasound through the Australasian Society for Ultrasound in Medicine (ASUM).
Dr Shearman is committed to delivering high-quality, evidence-based care and achieving the best possible outcomes for her patients.
When Phoebe is not working she keeps busy with her two young children and black labrador and enjoys all the outdoor activities the sunny Bay of Plenty has to offer.
Registered Nurse
Tania has been a practising Registered Nurse since 1993 and has applied her skills in a number of settings including the Emergency Department, Occupational Health, Orthopaedics and Appearance Medicine. She has also spent some time working as a Plunket Nurse.
Tania has been a regular face at Fraser Clinic in the past 11 years working as a Locum Nurse and is enjoying being back permanently.
In her spare time Tania loves spending time with her husband, four grown children and all the animals on their farm.
Clinic Manager
With a background in accounting, Vanessa has joined Fraser Clinic as the Clinic Manager. She is responsible for all aspects of the day-to-day running of the clinic. Vanessa is the first point of contact for your insurance needs and she can liaise with the insurance companies and assist in obtaining pre-approval, therefore making your visits worry free.
Outside of the clinic, Vanessa enjoys socialising and spending time with her family and friends. She enjoys Pilates and visits to the beach.
Receptionist
Tracy is responsible for our front-of-house, and she is the staff member who will greet you on arrival to Fraser Clinic. Tracy attends to all general enquiries and appointment requirements, so do not hesitate to get in touch.
Outside of office hours, Tracy enjoys hanging out at home on her rural block with her family.
